Performance Contracting: An Energy Performance Contract is an agreement between a municipality and an energy services company, an ESCO, to customize a set of energy efficient projects that can be implemented outside of the capital appropriations process and then paid for over time, partly or in whole from energy savings that the projects produce. In this way the town shares the cost, savings, and risk with the ESCO. The ESCO is responsible for financial and operational outcomes, and the savings can be guaranteed in many different forms.

The article on Performance Contracting written by Leo McNeil describes in detail the process and its advantages. It is called, "Performance Contracting: A Tool for Capital Improvements Without Up-front Costs".

Building a Green School: Anja S. Caldwell is green building program manager for Montgomery County Public Schools in Maryland. She has written an article called, "Greening a School District One Building at a Time", describing her experience in "greening" her school, and found that "the key is to design the building to prevent waste by improving the envelope and making it easier to operate and maintain."

Leasing Picks Up Steam: After a two-year downturn, municipal leasing is picking up steam as a viable and available financing alternative for the acquisition of municipal equipment, projects and facilities. , Renewed interest from lenders points to more financing options for governments in 2011.
